Texas Representative Terry Canales
Texas State Representative Terry Canales was elected to the House of Representatives in 2012 to represent District 40, which encompasses the heart of Hidalgo County. In 2019, he was appointed by Texas Speaker of the House Dennis Bonnen to serve as chairman of the powerful House Transportation Committee, becoming the first Latino to hold that position. As the chair of the House Transportation Committee, Canales oversees Texas' highways, airways, waterways and railways, which are vital to the economic prosperity of the fastest growing state in the nation. Chairman Canales also serves on the Land and Resource Management Committee and has a long history of fighting for education, current and retired teacher healthcare, and greater government transparency. Chairman DeAnn Walker
DeAnn T. Walker was appointed by Governor Greg Abbott to serve as chair of the Public Utility Commission of Texas. Before her appointment, Chairman Walker served as the senior policy advisor to Governor Abbott on matters related to regulated industries. Her career in the electric industry began at the PUC in 1988 where she served, first, as an assistant general counsel, and later, as an administrative law judge. Before joining the Governor’s staff, she served as associate general counsel and director of regulatory affairs at CenterPoint Energy. The continuing evolution of the structure of the electric industry in the U.S. has brought about increased scrutiny by consumers and regulators. As a result, many electric cooperatives are being challenged to make sure their bylaws adequately address new situations including changing membership, "large load" exceptions and changes to some state and federal laws and regulations. This course will assist directors and CEOs of electric cooperatives in undertaking a comprehensive review of the co-op's bylaws and highlight implications of these changes, issues and challenges on future bylaw revisions.
